Project Title: Platform Migration Project Manager, Tech Team

Proposals accepted on a rolling basis until: Friday, July 5, 2019

Project Description: The MoveOn tech team builds, customizes, and integrates innovative technology that enables staff to lead, participate in, and win campaigns for progressive change. For more than 20 years, the MoveOn family of organizations has used online tools to lower the barriers to participation in our democracy. MoveOn web properties handle millions of hits a month, and MoveOn has terabytes of data that drive ambitious analytics, fundraising, and engagement programs. At MoveOn, making decisions with data is a core part of how all work gets done. Like many nonprofit tech teams, we're a small, scrappy team, wear many hats, and work across the software stack.

The MoveOn tech and petition platform teams are working on a project to migrate our legacy in-house petition system to a new platform. Because of the significant complexity involved in any system migration, we need a project manager to help us keep track of deliverables, dates, tasks, and work sequencing for the tech team.

Request for Proposal:MoveOn is seeking a project manager to embed with and work alongside the 5 person tech team, 3 person analytics team, and 4 person petition platform team. The project manager will create and manage a centralized list of incoming requests and tasks assigned to the tech team, create and manage a calendar of task deadlines, work closely with the CTO and petition platform migration team lead to triage incoming tasks, and notify task owners of upcoming deadlines. Task management will happen in a combination of Asana and Github.

Scope of Work:

  • Familiarize yourself with the current and developing plans for the petition platform migration project

  • Meet weekly with the CTO and petition platform migration team lead to assess and help plan out upcoming work

  • Research and compile information as-needed to ensure all tasks are clearly defined, specific, and implementable

  • Capture technical work to do in a combination of Asana and Github tasks, including task descriptions of what needs to be done, why, how this work fits into the larger migration project, and a definition of “done”.

  • Attend tech team sprint planning meetings to assign out tasks to the tech team

  • Track task sequencing with stakeholders to make sure the right work is being done in the right order

  • Track task completion with the tech team to make sure everyone knows what they should be working on, and that nobody is blocked

  • Work with petition platform migration lead to set up regular team meetings, including preparing agendas and handling all follow up

  • Produce and send out weekly status updates to stakeholders

Total capacity: candidate would have at least 10hrs / week availability from contract start date through the end of August 2019, with a possibility of extension. A Master Services Agreement can be put in place with an hourly rate, hours varying from 10-40 hours a week as candidate is available, and as needs for new project work arise. Candidate should be able to be online for at least 5 hours during US EST during week days, with hours negotiated with the tech team, at least 3 days a week. Invoicing and payment will be twice a month.

Trial period: this consulting position would start with an initial 2 week contract focusing on onboarding and proposing processes for task tracking systems. If both sides are in agreement about candidate and project fit, the contract would be extended through August 2019. At the end of August 2019, another checkpoint will occur, with option to extend the role through the end of 2019.

Proposal Requirements:

Approach:

Please describe:

  • Your strategies for task sequencing, tracking, and management

  • Your strategies for getting up to speed on new projects with many stakeholders

  • Your strategy for working with both technical and nontechnical stakeholders, and working in an all-remote, Slack-centric working environment.

Experience: Proposals should include a description of relevant experience, including seeing projects through to completion.

Schedule and Timeline: Please outline a high level timeline for your availability, broken down into hours / week through the end of August 2019.
 

Cost: Include an estimate for hourly rate and total available hours in your proposal.

Most-Favorable Terms

● MoveOn reserves the right to make an award without further discussion of the proposal submitted. Therefore, the proposal should be submitted initially on the most favorable terms that the vendor could propose. There will be no best-and-final-offer procedure. MoveOn does reserve the right to contact a vendor for clarification of its proposal.

● The vendor should be prepared to accept this request for proposal for incorporation into a contract resulting from this request for proposal. Contract negotiations may incorporate some of or the vendor’s entire proposal. It is understood that the proposal will become a part of the official procurement file on this matter without obligation to MoveOn.

No Obligation to Contract

This request for proposal does not obligate MoveOn to contract for services specified herein.

Rejection of Proposals

MoveOn reserves the right, at its sole discretion, to reject any and all proposals received without penalty and not to issue a contract as a result of this request for proposal.
